Disaster Management Act Amendment Bill; Centre Plans for National and State-Level Disaster Database
In a significant move towards enhancing disaster preparedness and response mechanisms, the Centre is set to introduce a Bill to amend the Disaster Management Act. This amendment aims to strengthen the existing framework and ensure a more robust and coordinated approach to disaster management across the country.
One of the key highlights of the proposed amendment is the creation of a comprehensive ‘disaster database’ at both national and state levels. This database will serve as a central repository of information on various disasters, their impacts, and the response measures taken. It is expected to play a crucial role in improving the efficiency and effectiveness of disaster management operations.
The proposed disaster database will include detailed records of past disasters, real-time data on ongoing incidents, and predictive analytics to forecast potential future events. By leveraging advanced technologies such as artificial intelligence and big data analytics, the database will provide critical insights to aid decision-making and resource allocation during emergencies.
The Bill also seeks to enhance the coordination between different agencies involved in disaster management. It proposes the establishment of an integrated command and control system to facilitate seamless communication and collaboration among central, state, and local authorities. This will ensure a swift and coordinated response to any disaster situation, minimizing the loss of lives and property.
Additionally, the amendment aims to strengthen the legal framework for disaster risk reduction. It includes provisions for stricter enforcement of building codes, land use regulations, and other preventive measures to mitigate the impact of disasters. The Bill also emphasizes the importance of community participation and resilience-building initiatives to empower local communities in disaster-prone areas.
Union Home Minister Amit Shah highlighted the need for the amendment, stating, “The proposed changes to the Disaster Management Act are crucial to address the evolving challenges posed by climate change and increasing frequency of natural disasters. The creation of a disaster database and enhanced coordination mechanisms will significantly bolster our disaster management capabilities.”
Experts have welcomed the proposed amendment, noting that it is a timely and much-needed step towards building a resilient nation. They emphasized that the disaster database would provide valuable data for research and policy formulation, ultimately leading to better preparedness and response strategies.
The Centre’s initiative to amend the Disaster Management Act and establish a disaster database underscores its commitment to safeguarding the nation against the devastating impacts of disasters. As the Bill moves through the legislative process, stakeholders across the country eagerly await its implementation, hoping for a safer and more resilient future.
